Climate resilience development policies in Indonesia are crucial in addressing the nation’s vulnerability to climate change impacts, such as sea-level rise, extreme weather, and increased disaster risk. This study examines the structure, thematic priorities, and implementation of these policies at national and sub-national levels through document analysis. Key frameworks such as the nationally determined contributions (NDCs) and the national medium-term development plan (RPJMN) are analyzed to identify recurring themes, policy objectives, and gaps in consistency and implementation. The study also examines adaptation efforts in urban areas as an example of how national policies are translated into concrete actions tailored to the regional context. These efforts highlight the challenges and opportunities in implementing climate strategies amidst diverse environmental and socio-economic conditions. Governance structures, disaster risk management, and integrating resilience into development planning are key elements in bridging national objectives with local realities. The research findings provide valuable insights into the alignment between national policy frameworks and sub-national practices, while also suggesting pathways for improving policy coherence and effectiveness. By addressing these dynamics, this study offers recommendations to strengthen climate resilience and ensure sustainable development across all levels of government in Indonesia.
