This paper discusses challenges for municipal management of permanent preservation areas (APPs) in São Paulo. Given the relevance of urban impacts caused by climate change, the debate on innovations in the treatment of marginal areas along waterways has gained prominence. Seeking to investigate the institutional conditions for a paradigm shift in interventions in APPs, the recent actions of the local government were reviewed based on records from the Secretariat of Green and Environment. Three cases of linear park implementation are described: Água Podre, Canivete, and Itaim. It was observed that the City Hall’s actions were primarily driven by drainage and housing demands, and while there were initiatives for intersectoral coordination, these proved ineffective and insufficient. The study concludes that the search for innovation is marked by advances and setbacks, with persistent challenges to achieving integrated and transversal approaches toward urban sustainability.
