An ICT-Based Tool for Socio-economic Aware Governance of Urban Landscape (SEAGUL)

This research, in line with the goals of the RAISE innovation ecosystem, has the scope to empower the socio-economic quality of life in a Smart City, by combining the urban data potential with innovative technologies and artificial intelligence, to provide a tool for city governance and management. The paper describes the process of designing, developing and prototyping SEAGUL: an innovative and replicable ICT-based (tool) addressed to policy makers and PA technicians, which uses urban data related to the municipality of the italiani city of Genoa to measure and visualize the quality of life of the city districts and neighbourhoods. The study examines how urban data may be analysed and visualized in different ways using technologies and algorithms to create new knowledge about the city. The findings describe how the interactions between data about the people, human activities, and the territory may help measure and monitor the city’s inclusivity. Further research will investigate the possibility of generalizing SEAGUL, moving from a pilot case to a replicable model capable of supporting data from many cities in the world.
