Unique Characteristics of Public Sector Volunteerism

Most research on volunteerism and volunteer management is set within the context of the nonprofit sector. This chapter focuses on the unique characteristics of public sector volunteerism, drawing on both public sector and nonprofit sector research. The distinguishing features of public sector volunteering that are identified are: changeable administrative structure for volunteer programs, cultural resistance to unpaid labor (particularly in times of budgetary cutback), strict government regulations guiding the behavior and actions of volunteers both during and outside work hours, and the democratic and political accountability pressures for volunteers representing the government. This chapter closes with discussion of shared interests in volunteer management across public and nonprofit sectors.
