Recognition of qualifications is essential to effectuating the freedom of movement in the EU. Considering its importance, recognition of qualifications in the EU is subject to action by a large variety of actors producing an even larger amount of legislative and policy instruments on recognition. While extensive action can be said to attest to the topic’s importance, questions may also be raised as to whether such extensive action by various actors results in a system for the recognition of qualifications that is able to support recognition—and ultimately mobility—at all stages of life. Furthermore, in recent years, we may perceive a considerable increase in ambitions related to the internal market and European Education Area which also affect recognition of qualifications. In light of these developments, the question may be raised to which extent the system for recognition of qualifications is not only encompassing but also future-proof. This contribution takes a comprehensive view to the recognition of qualifications and examines instruments that contribute to or effectuate recognition. Ultimately, the objective of the analysis is to expose potential weaknesses in the recognition system in the EU which may challenge smooth recognition both now and in the future.
