A SWOT Analysis of AI Technology Sovereignty Landscape Assessment

Due to the current societal and geopolitical environment, the topic of digital sovereignty is increasing its importance in many application domains. Some of the major digital sovereignty issues are related to security, privacy, and the availability of policy instruments concerning government and citizens’ digital information. The paper proposes an Artificial Intelligence and machine learning sovereign technology classification for defense applications. A methodology for assessing the sovereignty of an AI pipeline is critical in the development of functionalities for military aircraft due to the high stakes involved in national security, system reliability, and strategic autonomy. In this context, “sovereignty” refers to the degree of control and independence that a nation or defense organization maintains over the entire AI development and deployment process, including data handling, algorithm design, software infrastructure, and model interoperability. The paper defines a SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis of sovereign software technologies that can help to observe technology priorities. It is proposed as a description of the SWOT AI sovereignty framework. As a result of the analysis conducted, the sovereignty technology was identified, the sovereignty degree, and the sovereignty criteria. The sovereignty degree measures the level of sovereignty concerning the description of corresponding sovereignty criteria. Fuzzy logic is used to identify the degree of sovereignty.
