Risk Assessment and Crisis Management in Wildfire Protection: The Case of Montenegro and the Role of the Union Civil Protection Mechanism

This paper examines the European Union Civil Protection Mechanism (UCPM) with a particular focus on its legal framework, operational structure and potential future reforms aimed at strengthening disaster-response capacities. It further assesses Montenegro’s preparedness for natural hazards, especially wildfires, within the context of its EU accession process and in light of the major wildfire outbreak of August 2025 in central Montenegro. Through an analysis of relevant EU and national legislation, policy documents, and strategic frameworks, the paper identifies key capacities, structural challenges, and areas where Montenegro’s civil protection system needs to be aligned with the EU standards. The study contributes to a better understanding of the effectiveness of the UCPM and the readiness of candidate countries such as Montenegro to integrate into the EU’s broader crisis-management architecture.
