Citizen security is one of the most important concerns in the lives of people in the city of Guayaquil, given the increase in both crime and violence. Among these is so-called extortion by members of various criminal groups, primarily targeting individuals engaged in commercial activities. A strategy has been implemented, beginning with data collection that allows for the construction of a social mapping. It is based on the SMART concept of objectives, adapting them to the police reality. It also uses a technological tool such as QR codes to generate a process of improving police service to the community, which also plays a leading role. Based on the statistics provided regarding this crime by the Operations Department of October 9th District. Based on complaints filed with the Prosecutor’s Office, a 60-day pilot plan called ZERO EXTORTION was proposed for the Garay Circuit. This plan consists of systematically recording police patrols of preventive patrols, the evidence of which is stored in the Crime Information Analysis Department’s database and compared with information from the judiciary. Following the implementation of this new concept of preventive patrol, a decrease in this type of crime has been evident, reflecting the effectiveness of the strategy used.
