Methodology for the Determination of Capabilities in Security and Defense: A Proposal for Strategic Planning, Analyzed from the Ecuadorian Requirement

Violence indices around the world show an increasing trend, and the threats to the security and defense of States are mutable, hybrid, and complex. The main objective of this manuscript is to show a methodological proposal that enables the determination of capabilities as an input for the strategic planning of an armed force. For this purpose, a situational analysis has been conducted to establish baseline references, limitations, and scope, utilizing the Ecuadorian State as a primary information source. A significant contribution is the development of a comprehensive and forward-looking military capability plan, based on six key steps. Furthermore, a Governance Index (G) has been created as another contribution; this index is the result of the relationship between threats (T) and the incidence coefficient (Ci). The G value determines the Priority of Attention (P), which in turn dictates the implementation of capabilities. Finally, several actions and activities are proposed to ensure the implementation of capabilities as elements contributing to the achievement of the strategic objectives.
