Social participation has become a permanent part of the functioning of the societies of the countries of Central, Eastern and Southern Europe. It is part of the essence of local self-government in accordance with Article 3 of the European Charter of Local Self-Government. It is no exaggeration to say that the importance of social participation is enormous. It contributes to greater public participation in local affairs, and thus both raises the level of legal culture and shapes the social values of residents, as well as improves the provision of services by the local government by increasing public responsibility.
