The Ezulwini Consensus: Membership, Veto, and Working Methods

The Ezulwini Consensus was formulated as Africa’s common position to reform the UN following the release of the High-level Panel Report. Among the elements of the common position, the call to reform the UNSC got traction, which this chapter looks into. The Ezulwini Consensus calls for the expansion of both permanent and non-permanent members of the Council coupled with immediate veto power acquisition, so long as it exists. The proposal emphasizes Africa’s representation in the Council as the continent was virtually absent when the UN was founded. The Ezulwini Consensus did not mention the issue of working methods of the Council at all, though the draft proposal presented to the GA (A/59/L.67 (a)) references it.
