Strategies of Vietnamese Universities in Implementing the Sustainable Development Goals: From Policy to Practice

This research explores the integration of Sustainable Development Goals (SDGs) by Vietnamese higher education institutions and the integration of national policies at the institutional level. Anchored in the Triple Helix, transformative learning, and competencies frameworks, the research analyzes the 2018–2023 Voluntary National Reviews and Decision No. 681/QĐ-TTg. While there is a political commitment, there is still a significant disconnect between design and implementation. Internationalization, curriculum innovation, and research around the SDGs lack cohesion and the necessary evaluative frameworks. Benchmarking against European and Asian practices, the research emphasizes the need for explicit and cohesive policies, transparent data, and self-evaluation mechanisms to enhance the contribution of higher education to Vietnam’s sustainable development and Vision 2045.
