Development of a Disaster Response Headquarters Management Game

In recent years, multiple large-scale earthquakes have occurred in Japan, highlighting the need for stronger coordination in disaster response. During the hyper-acute phase following a disaster, rapid rescue operations and medical support are essential. However, differences in command structures and the existence of independent systems among response organizations make information sharing a persistent challenge. To address this issue, the authors have developed the “Disaster Response Headquarters Management Game”, which simulates inter-organizational coordination. This board game-style simulation assigns players to the roles of the police, fire department, JSDF, and medical team. Each team must conduct rescue operations, transport disaster victims, and manage hospital resources, all while responding to unexpected events. A key feature of the game is its restricted information-sharing system, replicating real-world communication barriers in disaster situations. A test play was conducted with graduate students, revealing both successes and areas for improvement. Players gained an understanding of the importance of inter-organizational collaboration, but challenges such as complex rules and time allocation were noted. While the game effectively recreated decision-making dilemmas, balancing realism with ease of play remains an area for further refinement. Looking ahead, this game is expected to serve as a training tool for disaster response personnel. We plan to collaborate with local governments and disaster prevention agencies to further refine the game and evaluate its effectiveness through additional testing.
