The Eurasian Model for Sustainable Rural Development Based on Climate-Smart Agricultural Technologies: Practical Solutions for the EAEU

The research aims to develop a Eurasian model for the sustainable development of rural territories based on climate-smart agricultural technologies, using the EAEU as a case study. To achieve this, the authors carried out a systematic analysis of EAEU statistics for 2024–2025 and 2016 using regression and trend analysis methods. The resulting model comprises several components. First, it includes a system of equations that reveals the economic and mathematical relationships between the diffusion of climate-smart agricultural technologies and the sustainable development of rural territories in the EAEU in 2024–2025. Second, it incorporates a roadmap for the sustainable development of EAEU rural territories based on climate-smart agricultural technologies through 2029. Third, it presents ten-year trends in the share of rural residents in the total population of EAEU countries (as of 2025 compared with 2016). Fourth, it offers a set of applied solutions for improving government regulation of the spread of climate-smart agricultural technologies in support of sustainable rural development in each EAEU country. The proposed recommendations focus on strengthening investment support for telecommunications services, which form the core of the authors’ approach to state regulation of climate-smart agricultural technologies dissemination. Fifth, the model provides alternative forecasts of the share of rural residents in the total population of EAEU countries through 2029: one under the current policy approach and another under the newly recommended approach. Implementing the model will make it possible to reverse the decline in the rural population share observed over the past decade and to initiate a process of sustainable development in rural territories across all EAEU countries.
