The ASEAN Blue Economy Framework was developed as a regional blue economy development strategy for guiding the development of the blue economy in Southeast Asia, following the ASEAN Leaders’ Declaration on the Blue Economy in 2021. The development of the blue economy throughout the ASEAN region aims to realize the growing economic and sustainability potential of its numerous marine and freshwater resources as well as recovering from the COVID-19 pandemic. This chapter examines blue economy development in each of the ASEAN member states, the status of blue economy policy development in the ASEAN region, and the ASEAN Blue Economy Framework in relation to the conventional blue economy approach. Various challenges that can be encountered in blue economy implementation are discussed, and guidelines for implementation activities in ASEAN were synthesized. The chapter presents lessons learned for future regional blue economy planning, and the importance of a regional approach to blue economy development is discussed in the ASEAN context. The importance of a regional blue economy strategy lies in that the regional planning establishes the framework within which future blue economy development takes place and promotes coherence through different national sectors of the blue economy. However, future blue economy development should not occur top-down, but rather the space should be provided to facilitate integrated bottom-up blue economy development effectively and efficiently, through integrated planning frameworks at higher levels.
