Regulatory and Policy Frameworks for Circular Finance

This chapter examines the regulatory and policy frameworks that underpin circular finance, a critical enabler of the transition to a circular economy. It highlights how coherent regulations, fiscal incentives, and harmonised taxonomies can mobilise capital flows toward resource-efficient, regenerative economic activities. The chapter reviews global, regional, and national frameworks, including emerging African initiatives, and identifies gaps such as fragmented legal systems, weak incentive structures, inadequate monitoring mechanisms, and limited awareness among policymakers and financial institutions. Strategies for improvement include establishing robust monitoring frameworks, embedding circularity into financial supervision, reforming waste legislation, and promoting harmonised circular finance taxonomies. Drawing on global lessons, the chapter underscores the need for coordinated policy innovation to scale up circular finance and strengthen sustainability transitions.
