School principals have their own political and pedagogical positions and they often encounter external constraints. These two situations affect the strategies for achieving equality. The starting point of all bilingual schools is a multicultural approach to education based on recognizing diversity, cultivating an attitude of respect for different cultures, and creating equal educational opportunities for students from diverse groups. The multicultural education model thereby aims to help students from different ethnic and class groups acquire knowledge, skills, and abilities required to function efficiently in a multicultural society while at the same time promoting social unity and diversity (McGlynn, 2001). In practice, as Banks (2004) claimed, multicultural education seeks to change the social structure.
