Sociotechnical Imaginaries of Energy Data

In this chapter, energy data are understood not merely as technical outputs but as sociotechnicalSociotechnical artifacts situated within complex social, political, and cultural configurations. As such, their responsible development demands a clearly articulatedSociotechnical imaginary sociotechnical imaginaryImaginary: one that can shape both institutional arrangements and technological trajectories. To support this vision, we propose a multidimensional framework for energy data governanceGovernance that encompasses analysis at the micro-, meso-, and macro-levels. Although this framework incorporates distinct scales of action and responsibilityResponsibility, we intentionally describe it as multidimensional rather than hierarchical. By treating these domains as interdependent and mutually constitutive, the framework offers a holistic and adaptive approach to imagining and enacting the future of energy data governanceGovernance. The resulting framework is a global and collaborative endeavor that transcends national regulatory systems and the existing ideas and perceptions of data.
