A Practical Tool for Resilience Assessment in Inner Areas

Italy is characterized by a widespread network of minor centers rooted in historical settlement dynamics and socio-cultural models tied to agro-pastoral economies. Over the past decades, these areas have experienced growing marginalization due to limited accessibility, demographic decline, economic downturns, service shortages, and degradation of the built environment, often worsened by natural disasters. Despite these vulnerabilities, they constitute a significant territorial heritage which holds potential for sustainable regeneration. While the concept of regeneration has been predominantly applied to urban contexts, rural and marginal territories require a distinct approach grounded in resilience. This research embraces a long-term interpretation of resilience, focused on addressing chronic processes of depopulation and marginality in Italy’s inner areas, as defined by the National Strategy for Inner Areas (SNAI). Funded by the Agency for Territorial Cohesion, the study aims to enhance the Valle del Giovenco–Valle Roveto inner area through the development of a practical tool for assessing resilience. The tool is designed to support local authorities in strategic planning by evaluating territorial heritage and identifying context-specific regeneration strategies. The paper presents a review of existing literature about regeneration and resilience and outlines the methodological framework adopted for constructing the resilience assessment tool.
