Conceptual Model for the Deployment of Military Logistics Support During Flood Disasters

The primary motivation behind this paper stems from the fact that numerous ambiguities and challenges persist in the domain of logistical support during national crisis management operations - areas that have not been comprehensively addressed in the past. The main objective of this contribution is to develop a model for the response of armed forces to non-military crisis situations and to subsequently optimize the logistics support process with the aim of maximizing the effectiveness of rescue operations while minimizing losses in terms of human life, health, property, and the environment. In order to discuss the real potential for optimizing crisis decision-making processes, the Armed Forces of the Slovak Republic have been selected as a representative case. These forces regularly intervene in the aftermath of flood events within Slovak territory and are also prepared to contribute within the framework of the international TISA project. Although the proposed conceptual model is based on the conditions specific to the Slovak Republic, it is designed to be universally applicable within the broader European context. For the purposes of statistical evaluation, the model was applied to a natural disaster scenario - specifically, a flood event.
