Critical to college students’ ciser planning is the design and execution of planning systems; yet, there is a problem with incorrect performance positioning. Students’ ciser planning suffers from a lack of adequate design and execution due to the inadequacy of conventional particle swarm mathematics. Hence, this paper presents and evaluates a college student ciser planning system that is built on JavaEE and uses that framework to inform its design and implementation. To start, we apply AI theory to find the influencing aspects, and then we divide the indicators according to the requirements of the planning system’s design and execution in order to reduce interference issues. Next, a JavaEE design and implementation of planning system scheme is developed using AI theory. The results of this process are then carefully evaluated. In terms of accuracy in planning system design and execution as well as duration of influencing variables, the MATLAB simulation results show that JavaEE beats the traditional Particle swarm algorithm under certain assessment circumstances.
