There is a problem with incorrect performance placement, but the concept and execution of the learning platform are crucial for independent college English study. When it comes to autonomously learning collegiate English, the usual particle swarm algorithm fails miserably because it does not account for the learning platform problem. Consequently, this paper presents an evaluation of the design and execution of a university English self-learning platform that is based on the Constructive Teaching Model. In order to diminish interference factors in the design and implementation of the learning platform, we first use construction learning theory to identify the influencing aspects. Then, we divide the indicators according to the demands of the learning platform’s design and implementation. Next, a Constructive Teaching Model is developed and a Learning Platform Scheme is put into place using the principles of construction learning theory. The results of this process are then carefully evaluated. In terms of accuracy in learning platform design and execution as well as duration of influencing factors, the Constructive teaching model beats the conventional Particle swarm algorithm under certain assessment settings, according to the MATLAB simulation findings.
