Crowd management in smart cities is complex due to unpredictable human behavior and the challenge of processing massive real-time data across multiple systems. It also demands a delicate balance between safety, privacy, and seamless tech integration. Existing crowd management solutions overlooked the potential of processing concurrent request for same location in crowd management and yet to receive the attention it deserves. This work proposes a blockchain based intelligent crowd management system called MultiCrowd for multiple concurrent requester in smart city that leverages participatory sensing via mobile phones and delivers crowd information for requested location. The MultiCrowd reduces overhead on the platform by processing concurrent requests for a location. At the same time it increases revenue of the government. To evaluate its effectiveness, MultiCrowd was simulated on the proof of authority consensus mechanism on Ethereum blockchain. Analysis and results obtained indicate that the MultiCrowd is suitable for smart city crowd management applications.
