Between Necessity and Norms: Turkey’s Integration into Europe’s Emerging Security Architecture

Turkey’s geostrategic location and expanding defence industry make it a key player in Europe’s security and defence initiatives. Yet, authoritarian backsliding and diverging EU Member State positions limit its scope for sustainable cooperation. This chapter argues that pragmatic but values-informed engagement is essential for anchoring Turkey within Europe’s evolving security architecture. Public opinion surveys reveal a traffic light pattern in Turkish threat perceptions: ‘red’-level geopolitical anxieties focused on Israel; ‘yellow’-level economic and political concerns linked to the U.S. and domestic instability; and ‘green’-level relations with European partners reflecting low perceived risk and shared institutional ties, with the exceptions of Greece and the Republic of Cyprus, which stand at the ‘yellow’ level.
