Belgium has long hidden behind the fairy tale of European defence cooperation as a substitute for real investment. Now, under American pressure, it is pledging higher spending, albeit the perception of any genuine threat remains low: the traffic light still seems to be set at ‘green’ for most Belgians. Hence, to ensure public support, leaders must frame defence expenditure as the only viable path to safeguard Belgium’s security.
