This study is to identify the challenges facing referees in managing the matches of the Iraqi Football League and explore those challenges from the referees’ own perspective. Through comparative evaluation with global regulations, the research aims to yield information that can enhance referees’ conditions and promote their performance. The researchers used the survey study method and descriptive method because it handles their research problem. This study included all the referees accredited by the Iraqi Football Association, of whom 113 was selected of the referees as sample intentionally to make certain they are relevant to the aims of the study. Nine referees were excluded for failing to respond to the questionnaire sent out. The researchers developed and used a Match Management Obstacles Scale in the population to extract dimensions of the measurement tool based on scientific grounds. The same sample was re-tested three months later to confirm such results. The outcomes indicate the necessity to improve condition of referees and swiftly respond to the challenges found in the study by Iraqi Football Association Referees. Some of the key findings included that security concerns and the need for personal safety’s put significant pressure on referees when making decisions, particularly in stadiums and less developed infrastructure where security was negligible or had open spaces that fans could use for disruptive behaviour.
