Methodology for Information Support of Spatial Development of Sports Infrastructure Facilities in a Constituent Entity of the Russian Federation

The article is devoted to the development of theoretical and methodological tools for information support of the spatial development of sports infrastructure facilities in a constituent entity of the Russian Federation. A constituent entity of the Russian Federation playing the role of a territorial system has been chosen as the object of research, and the implementation of the methodology was demonstrated using the example of Rostov Region. Given the limited material resources, municipal authorities and urban planning policy makers need tools to systematize information about the state of territories at the regional level and their functional priority for the placement of social infrastructure facilities (for sports facilities). The main research method used is an adapted comprehensive territory assessment methodology, which allows different types of information to be linked and taken into account in a single system. Factors for comprehensive territory assessment have been identified for the selection of locations for sports facilities. Particular attention is paid to the selection of information sources for the assessment, as the factors are initially heterogeneous in nature. With the help of geographic information systems, electronic maps have been constructed and a comprehensive assessment of the territory of Rostov Region is demonstrated. In addition, functional priorities have been calculated and maps of functional priorities for the location of sports facilities in Rostov Region have been demonstrated. It is worth noting that the developed toolkit is adaptable and flexible, and can be used universally in other regions of the Russian Federation.
