This chapter examines how the European Union (EU) reconfigured its financial assistance regime in response to Russia’s full-scale invasion of Ukraine. The war compelled the EU to deploy instruments that combined external stabilisation, military assistance and internal defence investment. The Macro-Financial Assistance+ (MFA+) provided urgent concessional loans, while the Ukraine Facility institutionalised multiannual support of €50 billion, linking reconstruction to EU accession reforms. Simultaneously, the Security Action for Europe (SAFE) extended financial assistance internally, supporting EU member states’ defence industries and joint procurement. These instruments point to a profound shift from financial stabilisation and economic recovery to a geopolitical model of financial assistance, one aimed at providing common security and military support. The chapter argues that the Ukraine war consolidated the EU’s emergence as a geopolitical union, embedding financial assistance within its security and enlargement strategies.
