Queering public policy introduces a novel framework to the repertoire of public policy analysis. This chapter applies the queering process framework to four country cases: Brazil, Mexico, South Africa, and the United States. By tracing the historical and political evolution of LGBTQ+ national policies, laws, and judicial decisions, the analysis examines 101 policy cases spanning from 1831 to 2024. The cases contribute to critical understanding and refinement of the framework while establishing foundations for comparativecomparative public policy public policy research. The three phases of the queer policy framework—trigger, policy actors, and outcomes—are presented alongside each country’s profile, detailing key aspects such as historical moments that shaped LGBTQ+ policy decisions, patterns of discrimination and homophobia, and how LGBTQ+ organizations have mobilized to challenge political and policy exclusion. The comparative analysis reveals that the queer policy framework proves particularly useful for understanding policy formulation during democratization periods in Brazil, Mexico, and South Africa. Regarding decision-making processes, judicial mechanisms emerged as the most effective pathway for advancing LGBTQ+ rights across all four cases, though with varying degrees of implementation and social acceptance.
