Campi Flegrei Emergency Plan: A Vision from the Mobility Network

The Campi Flegrei area is one of three regions in Campania (South Italy) characterized by active volcanic phenomena. It is subject to geodynamic processes that can significantly impact on the daily lives of local residents. In recent years, seismic activity in the area has intensified, closely associated with the phenomenon of bradyseism. This process, involving the gradual uplift or subsidence of the ground, has primarily affected a limited area within the Municipality of Pozzuoli. A critical intensification of bradyseism may lead to a volcanic event, in which case the activation of a dedicated Emergency Plan becomes imperative. The primary objective of this plan is to ensure the timely and orderly evacuation of residents from the so-called Red Zone – an area identified as high risk and inhabited by approximately 500,000 people. Current projections indicate that evacuation should be completed within 72 h of the official declaration of emergency. This paper aims to critically examine the assumptions underpinning the Emergency Plan in relation to the area’s road mobility network, and to point out potential alternative strategies that may enhance the plan’s feasibility and effectiveness.
