Through a comparative analysis of three leading cases—Barcelona, Bologna, and Valencia—the study highlights the integration of intelligent transport systems (ITS), digital platforms, and citizen-centered strategies. Using a qualitative case study methodology based on academic literature and policy reviews, it identifies best practices in governance, technological deployment, and planning integration. The findings offer insights for cities aiming to replicate context-sensitive smart mobility solutions across the Mediterranean region.
