European Union Air Navigation Services and Digitalization

The “digitalisation” of the Single European Sky plays a fundamental role in the imminent development of the new architecture of airspace management and flight assistance service providers, and perhaps in the air transport model of the coming decades, given the numerous implications that will derive from it. The new “functionality” assigned to European airspace is the further evolution of a process that has been underway for some time. In strictly legal terms, the experience started with Reg. 219/2007 and then continued with Reg. 721/2014, and was completed in Reg. 2085/2021 and in the consequent renaming of the SESAR 3 Joint Undertaking. The latest reform reaffirmed some principles and objectives that have historically characterised the SESAR joint undertaking, while also broadening the scope of action through the grafting of additional purposes deriving both from technological development and from alignment—also of the deployment activity financed at the EU level—with the new values that the European Union pursues. Foremost amongst these is that of wider environmental sustainability, with the most recent legislation also extending to air transport. In particular, a new deadline (2035) has been established, and SESAR is called upon to provide technological solutions for high-performance air traffic management. This reaffirms one of the founding objectives of the Joint Undertaking and the SES initiative since 2004: to allow non-congested operation. Reg. 2085/2021 recalls the technical aspects of the first Masterplan adopted by Council Decision 2009/320/EC. SESAR is divided into three interconnected, continuous, and evolving collaborative processes that define, develop, and disseminate innovative operating procedures and technological systems. These processes are the basis of the European digital sky. In this interpretative framework, SESAR is now required to develop a research and innovation ecosystem that thoroughly covers the U-space air traffic management and airspace value chains, thereby enabling the construction of the digital European sky defined in the European ATM modernisation plan. The chapter aims to explore this new approach, highlighting the effects and consequences of regulations that will need to be issued.
