The Digital Transformation of the Moroccan Public Sector: Between Notable Advances and Persistent Challenges

The purpose of this paper is to explore the impact of digital transformation on public administrations in Morocco and examine the prerequisites for successful implementation, as well as its effects on organizational functioning and service quality. In this context, the notion of “public sector” encompasses not only central and territorial administrations but also public universities, which are integral components of the state apparatus. These institutions are subject to the same strategic frameworks, infrastructures, and governance mechanisms, and therefore face similar challenges and opportunities in their digital transition. Grounded in an academic literature review, document analysis, and international benchmark indicators, the study draws on several theoretical frameworks, including organizational change theory, diffusion of innovation theory, technology acceptance models, and digital governance. The findings highlight significant progress in service availability, process simplification, and organizational restructuring, but also persistent barriers such as territorial inequalities, limited digital skills, resistance to change, and low engagement with digital platforms. The analysis underscores the need for integrated strategies, effective leadership, continuous capacity-building for public administrators, and inclusive policies targeting marginalized groups. While the “Maroc Digital 2030” strategy provides a structured foundation, its success will ultimately depend on narrowing the digital divide and fostering the active participation of all stakeholders. Digital transformation is thus not merely a technological endeavor but a profound organizational shift aimed at strengthening public sector performance and enhancing the relationship between citizens and the state.
