Barriers of Green Public Procurement in the Slovak Republic

This chapter examines the current state of Green Public Procurement (GPP) in Slovakia and identifies the main barriers hindering its development. Drawing on secondary data analysis, original research, and case studies, it shows that GPP in Slovakia remains underdeveloped, with implementation levels falling significantly short of declared policy goals. Findings from our questionnaire suggest that this gap does not stem from a general unwillingness of contracting authorities to consider environmental aspects in procurement. Rather, it largely reflects the prevailing reliance on the lowest-price criterion, which is perceived as the safest option to ensure bureaucratic compliance. The two case studies presented in the conclusion further illustrate why Slovak contracting authorities show limited willingness to accept the risks associated with applying green criteria in the procurement process.
