The “Battle of Dongola”

This chapter aims to unpack how the idea of expanding the Dongola Botanical ReserveDongola Botanical Reserve to form a Wildlife Sanctuary created animosity between the ruling United PartyUnited Party government and the oppositionopposition National PartyNational Party. The study uses the concept of powerpower as a theoretical lens to identify aspects of power that support the creation or abolition of nature conservationnature conservation projects. The research showed that the ruling United Party used its power to pass the Dongola Wildlife SanctuaryDongola Wildlife Sanctuary Act 6 of 1947, which ultimately resulted in the establishment of the Dongola Wildlife Sanctuary. The chapter also found that the events that led to the passage of the Act created a battle between the United Party government and the opposition National Party that ended up generating some of the longest and most heated discussions in parliament and produced the biggest Select Committee ReportSelect Committee Report in the history of the Union of South AfricaUnion of South Africa. The study illuminates how this political conflict between the opposition National Party and the ruling Smuts (United Party) government was so deep and significant that the National Party government, which took over office in 1948, placed a high priority on using its power to abolish both the Act and the Dongola Wildlife Sanctuary. The chapter concludes that the creation and expansion of protected areasprotected areas is not only determined by passion and scientific knowledge but requires social and political processes to unfold at the local, regional, and national level.
