Navigating Post-Pandemic Paradigms: Epistemological Insights and Emerging Trends in Public Administration and Policy

This paper aims to conduct a comprehensive literature review of the epistemological insights and emerging trends in public administration and public policy, particularly in the post-COVID-19 pandemic era. A systematic literature review reveals that the public administration and policy discipline is undergoing a paradigm shift triggered by various global challenges. A systematic model was proposed in this research paper to analyze the epistemological foundations and research trends. The paper demonstrated key epistemological perspectives to explore the philosophical development of the discipline and examined global issues that impact research developments. Additionally, the paper introduced the concepts of paradigm shift and stakeholder dynamics, which lead to policy change, as significant moderating factors influencing epistemological insights and emerging trends in public administration and public policy. The paper concluded that critical challenges are affecting the development of public administration and the public policy discipline, emphasizing the need for a new governmental role to reform public policies, public institutions, and governmental services.
