Cultivation of Policy Innovations in Hierarchical Societies

This chapter discusses the development of the conceptual framework. It draws on three theoretical domains, each of which has been used independently to understand the cultivation of policy innovation. The first is co-creation, which enables the cultivation of policy innovations by introducing processes that go beyond conventional state and market mechanisms. The second domain is the policy ecosystem, conceptualised as the supportive context for nurturing innovation. The third is the critical interpretivist policy lens, which challenges linearlinear and logical frameworks in the crafting of innovation. The intersection of these domains forms the basis for this study’s analytical framework. In this regard, this work conceives policy innovation cultivation as a journey, rather than a predetermined linear process. It situates the cultivation of policy innovation within contexts where momentum emerges through and within a generative policy ecosystem. Moreover, it reframes policy innovation cultivators as discursive agents who operate beyond merely applying their attributes, skills, and strategies to make things happen. Instead, they exercise discursive competence—the ability to frame and reframe situations, translate complex meanings, and curate new worldviews that stimulate collaborative efforts.
