To achieve these ends the systems across the nation states circulates narratives crafted in twin meanings, i.e., the public and hidden transcriptsPublic and hidden transcripts. The victims of such strategies are spread across different social strata, but the conditions of the children particularly the most vulnerable girls are most precarious. In this research paper the paradoxes of the hidden and public transcripts regarding to the street children in Delhi, India have been interrogated. It is a common knowledge that many hues and cries are made about the rights of the children in the public scripts: i.e., World Declaration on the Survival, Protection and DevelopmentDevelopment of Children, National Commission for Protection of Child Rights, etc. but the situation is far from satisfactory. The situation becomes more alarming when tall claims are made about India is claiming to be the largest democracy in the world, its economy at the verge of becoming the third largest and its capital, Delhi, the global city in the twenty-first century.
