Technological Integration in Sustainable Tourism Policies: The Role of Public Digitalization and Management Information Systems

The digital transformation process in the public sphere is not only limited to improving service delivery, but also plays a critical role in the strategic institutionalization of sustainability principles. Especially in the context of public tourism policies, this transformation contributes to the formation of a more participatory, data-driven and inclusive governance structure. This study examines how high and low-tech tools are integrated into the planning and implementation of sustainable tourism strategies; and the effects of these tools on crisis management, transparency and social inclusion. It is argued that the interaction between digital tools and sustainable development goals increases the adaptability and effectiveness of public institutions. High-tech solutions such as big data analytics, artificial intelligence, real-time monitoring systems and blockchain offer significant advantages in terms of effective management of resources and processing of environmental data. In contrast, low-tech applications such as local knowledge-based approaches, community-based interactions and face-to-face communication support social cohesion, protection of cultural heritage and inclusive policy making. Evaluating these two technological levels together increases the legitimacy and durability of tourism governance. In addition, the study evaluates the contribution of management information systems (MIS) to institutional coordination, evidence-based decision-making and transparency processes. The conditions for success of transformation such as digital leadership, organizational culture and institutional capacity are discussed; it is emphasized that in order for digitalization in the public sector to achieve permanent success, the leadership must be compatible with the transformation vision. As a result, the integration of digital tools into sustainable tourism policies not only increases technical efficiency, but also contributes to the development of inclusive governance and social justice. This study evaluates the relationship between digitalization and sustainability in a holistic manner from a public policy perspective.
