This study investigates the implementation of climate change adaptation strategies that offer social protection to individuals employed in the informal sector. The data suggest that most women in Pekalongan villages impacted by tidal floods are used in the informal sector. Women can readily engage in this field without formal education, as the requisite knowledge and skills can be obtained through practical job experience. The local government has implemented labour social security by local regulations of Pekalongan City No. 10 of 2023, which focuses on providing employment social protection for vulnerable workers in the informal sector. 摘要

Pekalongan, located on the north coast of Central Java, is experiencing the impacts of climate change. The persistent tidal flooding in this region has resulted in socioeconomic challenges for the local people, such as the disappearance of sources of income and substantial financial setbacks. Due to the economic focus, women must engage in the informal sector to augment their home income. Informal sector worker denotes an employed individual who lacks a written contract outlining the employer’s and worker’s duties, rights, and responsibilities. They undergo tangible effects such as heightened work demands, declining physical well-being, and insufficient social support. A qualitative study design was implemented in Pekalongan, utilising in-depth interviews. However, hurdles such as employers’ and workers’ legal awareness still need to be overcome. Therefore, it is necessary to implement law enforcement and supervision simultaneously while engaging multiple stakeholders and formulating policies to mitigate the effects of climate change on informal labourers.
