When is Distrust Problematic in Conditional Cash Transfers?

This chapter argues that conditionalities in non-contributory social protection can be problematic in normative terms because they involve a distrusting attitude towards individuals in conditions of poverty. I will argue that this attitude could be instrumentally used to restrict benefits and beneficiaries, to insult them, and to reinforce inegalitarian relations. These three aspects can affect the impact that social policies have on poverty reduction. Thus, they must be weighed against the potential benefits of increasing the level of reassurances and controls by the political community. This chapter identifies this attitude and analyzes if these three aspects are present in a popular set of policies that have been widespread in Latin-America and the rest of the Global South: Conditional Cash Transfers.
