A Hybrid Multi-Stage Decision Model Using Fuzzy Logic and Competency Fit Analysis for CIO Candidate Evaluation

The recruitment of a top-level executive in a company, specifically for the role of Chief Information Officer (CIO), requires a comprehensive effort. A standardized framework based on computational modeling greatly aids in generating the most objective decision recommendations throughout the recruitment process. In this context, a simple study was conducted to develop a decision model for evaluating CIO candidates. The decision model was constructed using fuzzy logic as the main method, combined with competency fit analysis. The model design was carried out using several tools from the object-oriented approach (i.e., class and activity diagrams) to ensure transparency in presenting the constructed decision model. Based on a simulation using 20 dummy data of CIO candidates, the decision model was able to provide decision recommendations for each candidate. Through model verification using a simple boundary test method, the model was declared verified, as it produced a fuzzy score of 85.94 and a distance of 5.57 for the ideal candidate (eligible), and a fuzzy score of ≤ 16.08 with a distance of ≥ 7.00 for non-ideal candidates (not eligible), indicating consistency between extreme inputs and the final decision.
