A functioning and transparent electoral system is just as important for the consolidation of democracy as a stable balance between the executive, legislative, and judicial branches. Since its independence, Ukraine has undergone three major reforms of the electoral system—first from a first-past-the-post system to a mixed-member system, then to a proportional system and then back to a mixed-member system. This chapter looks at the timing and direction of the reforms from a rational-tactical perspective, as well as the impact of the reforms in terms of effective political representation, coalition politics in parliament, and parliamentary stability.
