The fourth chapter examines other pandemic-era mechanisms. It proposes alternatives that would have implemented the fifth criterion of the decision-making analysis to advance equitable global distribution of vaccines. It focusses on two initiatives that emerged during the pandemic. The first involved bilateral donations between individual countries, whereas the second was an international platform for researching, producing and distributing vaccines, known as COVAX. COVAX was an interesting and promising first step based on values such as solidarity and equity. However, it did not achieve an efficient and equitable distribution. This novel, complex mechanism is analysed. The chapter finishes by assessing both initiatives.
