Food Waste: Definition, Impacts, and Key Statistics

How food waste is defined fundamentally shapes how it is measured, governed, and addressed. Understanding what constitutes food waste and what does not directly influences policy approaches, reduction strategies, measurement methods, and good practices, as well as levels of interest in and commitment to their implementation. Meaningful comparisons of food waste levels across countries or sectors likewise require clear and shared definitions, along with comparable measurement approaches. Two key tasks therefore emerge in relation to the concept of food waste: first, to provide a clear and operational definition; and second, to promote the harmonization of meanings, such as between legal definitions and stakeholders’ understandings, while retaining sufficient flexibility to account for specific contexts. This chapter provides an overview of food waste definitions in the literature and among project interview participants, highlights its impacts, and presents key statistics.
