From Disparity to Development: Rethinking Humanitarian Aid for Haitian Education

Chapter eight reframes Haiti not merely as a fragile state, but as a crisis-affected country—highlighting the critical implications of this contextual misunderstanding. Drawing on research from Haiti’s national response to school closures during the COVID-19 pandemic, this chapter underscores the vital importance of supporting the country’s unique education system and its authentic providers. The research reveals innovative local responses to school closures, particularly in rural areas, and simultaneously exposes the misallocation of millions of dollars in international aid. In the absence of a strong regional Ministry of Education presence, funds were primarily channeled to tech and internet-reliant solutions, which exacerbated the digital divide and left the majority of students further behind. This raises critical questions: how do we support and scale locally-led, contextually relevant solutions in Haiti to ensure children continue to learn?
