The Importance of the Infrastructure Factor for the Development of the Region’s Digital Economy

Ensuring the development of various sectors of the economy (e.g., transportation, industry, social sector, and state and municipal administration) is a long-term strategic objective for the Russian Federation. This goal is pursued through the enhancement of territorial infrastructure. During the research, the authors use monographic, graphical methods, and statistical analysis techniques. The research object is the Kirov Region, a subject of the Russian Federation. A constituent entity of the Russian Federation requires a targeted digital development strategy, beginning with the creation and expansion of digital infrastructure. Strengthening this foundation can help attract investment and enhance the region’s overall appeal. Key tools and mechanisms for this process include the construction of new digital infrastructure facilities, the development and revision of legislation related to digitalization, the analysis of statistical indicators tracking the digital economy, the creation of digital platforms across various economic sectors, and the retraining and upskilling of personnel to meet the demands of the new economy, particularly in areas such as transportation and logistics. The assessment of long-term and other legislative documents and statistical data makes it possible to develop solutions to the problems of creating a digital economy in the region, including instruments of state regulation of infrastructure development.
