Young people are a source of innovation. They play a vital role in advancing national goals. In this regard, establishing a high-quality healthcare and education system should become a top state priority, particularly in light of the emigration-related aspects of this issue. The research aims to develop scientific approaches that enrich the theoretical framework and create digital methods for assessing the effectiveness of healthcare system funding and performance, using state electronic platforms as a crucial factor in fostering a healthy and talented younger generation. The research employs economic and systems analysis, along with statistical methods, ensuring the reliability and validity of its results and conclusions. The scientific findings have been tested using data on the functioning and financing of healthcare systems across Russian regions. Introducing new digital methods for monitoring regional healthcare systems will enable government authorities to develop informed strategies for their advancement, better account for associated risks, and more objectively assess their condition—ultimately contributing to the preservation and support of future generations.
