The legal issues posed by migration motivated the formation of an “epistemic community” of internationalist jurists in the nineteenth century. Universities became centres of thought on the topic. In fact, even a rough sketch of the community of internationalists illustrates that, while often represented as a universal legal consciousness, the formation of political and doctrine regarding nationality took place within several spatio-temporal logics or interpretive communities.
