This study examines the challenges faced by Namibia’s Ministry of Health and Social Services (MoHSS) following the implementation of the Public Procurement Act No. 15 of 2015. Using a mixed-methods approach under a pragmatist paradigm, data were collected from 55 survey respondents and three key informant interviews. Regression analysis revealed a significant positive relationship between the Act’s implementation and public service delivery. However, critical challenges persist, including procurement delays, a shortage of procurement specialists, and limited fiscal resources. The study recommends regular internal audits to assess the Act’s effectiveness and identify procurement inefficiencies. Future research should explore the Act’s impact across other public institutions using a qualitative approach to gain deeper contextual insights.
